Understand checkpoint usage.

Each accepted command saves a full checkpoint, including reads. The data charge uses the checkpoint size and is rounded per command. It is not a monthly storage rate.

Recovery checkpoints are retained; deleting an object does not reclaim its checkpoints. Use the persistent state and SQLite APIs to execute commands.
